Free tuition but no nursing job after

It is very hard when the Government gives free tuition for tertiary education and you go to school for five years, attain an associate degree in nursing but you are not a nurse because you failed the Nursing Council exams.  Why is there not another avenue for those who were unsuccessful?

How is it possible that an individual can have an associate degree in a field but not be qualified? What are we supposed to do now at the end of five wasted years? It is not as if you can apply to other areas for work because to practise nursing you have to be registered with the council. The system is helping us to get the papers but not the job and this is stressful and disappointing.
